海牙聯盟 (Hague Union) 日前於第44屆的會議決定凍結1960年的海牙文本，並將於2025年1月1日起生效，故未來海牙體系將會以1999年的日內瓦文本為主。
自2025年起，海牙設計國際申請案僅可根據1999年日內瓦文本提交及指定，且不得再以1960海牙文本指定國家。
